Councillors in Moorabool shire will have to tell all their colleagues if they have a dispute with another councillor.
At a special meeting earlier this month, councillors were required to sign the local government councillor code of conduct.
An amendment to the code requires that all councillors, as well as the mayor and chief executive, must be notified in the instance of a dispute.
The amendment and the code of conduct were passed unanimously by councillors.
Moorabool deputy mayor Tonia Dudzik said she supports the change as it adds another level of openness to council relationships.
“I think it’s a good thing for transparency of the council,” Cr Dudzik said.
First-term East Moorabool councillor Jarrod Bingham put forward two further amendments to the code of conduct, however both were voted down.
The first sought to make unauthorised recordings of fellow councillors a breach, while the second sought to stop councillors using pseudonyms to disguise themselves on social media.
Cr Bingham and fellow East Moorabool councillor John Keogh were the only two to support the amendments.
Cr Bingham questioned why councillors refused to accept amendments that were designed to improve transparency.
Moorabool mayor Dave Edwards and former mayor Paul Tatchell were absent from the meeting.
