The owner of an Elaine greyhound training facility plans to appeal Moorabool council’s refusal to amend a permit.
The council last week refused to amend a permit for the Jordan’s Lane operation that would allow the owner to build kennels, yards and training areas for 120 dogs.
A permit was granted in 2010 for an animal boarding house to house up to 70 dogs and 50 cats at the site.
Council began to receive persistent noise complaints from neighbours after the property was sold in 2014 to a Greyhound trainer and the permit was amended for a 120-dog capacity.
Council officers noted in a report that the amended permit proposal was to confine the dogs to the north-west corner of the property, but that the owner had already started construction on kennels without a permit.
One of three neighbours to voice their objections at last Wednesday’s council meeting, Paul Ryan, said that he heard dogs barking day and night.
“We’ve endured relentless howling and barking for more than two years,” he said. “Our relationships have been strained, and both myself and my fiance have suffered at work from lack of sleep.”
A representative for the applicant said the decision would be appealed at the Victorian Civil and Administrative Tribunal.
