A car carrying nine teenagers, including one in the boot, was impounded last week after police stopped it for speeding in Bacchus Marsh.
The white Falcon sedan was detected speeding on Bacchus Marsh Road about 1.30am on February 1.
The car has been impounded for a minimum of 30 days and the driver charged on summons.
He faces a fine and a possible loss of his licence.
Police said it was the second time in three months that the 19-year-old probationary driver has had his car confiscated.
Police said the teenagers, aged 16-19, were coming back into town after attending a party in Hopetoun Park.
The driver had been drinking.
The passengers received fines of $295 for a series of offences, including not wearing a seatbelt, sharing the same seating position as a fellow passenger and riding in the boot.
The driver told police he wanted to get his friends home.
Sergeant Mark Bacon, of Bacchus Marsh police, said it was utter stupidity and urged motorists to put their safety first when driving with others.
“Put some thought into your own safety when you’re getting into a car with that many people in it,” Sergeant Bacon said.
“Tragic circumstances happen when vehicles crash and if you’re unrestrained or contained in a boot the chances of being seriously injured are quite high.”
